Daren Fields possesses in-depth federal acquisition and strategic government marketing expertise along with proven business development skills. He is a seasoned expert with a track record of capturing and expanding federal government business.Daren understands and has experience with the key arenas that impact government business - including federal policy, agency operations and programs, federal procurement policies and practices, and selection criteria. Scott has over 30 years of experience in providing clients expert IT solutions consulting. His experience includes 13 years at Andersen Consulting as an Associate Partner in their public sector organization as well as lead consultant for several other IT consultancies. Scott specializes in IT strategic planning and system application assessments, including ERP/CRM software. He serves as Practice Director for The Arcanum Group, overseeing our PMO, Enterprise Systems, and Telecom Practices.
David is a PMI-certified Project Management Professional with over 21 years of experience in Project Management, Business Process Improvement, and Technical Solutions Design and Delivery. He has a demonstrated ability to execute dramatic turnarounds, deliver exponential sales increases, launch start-up organizations to rapid profitability, and introduce innovative products and services to position companies for success. Abbie has been with The Arcanum Group since 2007, serving in the roles of Test Administrator, Lead Recruiter, and most recently, Capture Manager. U.S. Army Space and Missile Defense Command/U.S. Army Forces Strategic Command-Military Community and Family Policy (MCFP) < BackThe Arcanum Group provides program management, management, program analysis, and administrative support to Military One Source, The U.S. Army Space and Missile Defense Command / U.S. Army Forces Strategic Command, Office of the Deputy Under Secretary of Defense-Military Community & Family Policy (ODUSD MCFP). ODUSD MCFP is responsible for developing policy and programs for military members and their dependents and sponsors a wide range of programs that support the military community. These programs are designed to help individuals cope with the stressors of the military lifestyle.ODUSD MCFP sought firms capable of providing management, programmatic, and administrative support in order to manage and improve the operations of its multiple military family services. The support ODUSD MCFP required ranged from contract support to defining, planning, programming, systems design, budgeting, executing and surveilling requirements. As well, they required services including developing/designing, researching Best Practices, implementing, evaluating, and providing feedback or lessons learned on policies and strategies supporting ODUSD MCFP.The Arcanum Group provides program support to the MCFPs Career Advancement Coordination (CAC) Services and Family Life Counseling Support (FLCS) Services. Our Program and Project Managers and Senior Analysts are directly responsible for functions such as earned value management of various programs and special projects, research and reviews of military counseling and other service policies and procedures, reporting and presenting on recommendations based on research findings, and developing systems and internal processes based on best practices which support various career and counseling programs and policies.Most recently, TAG personnel have been performing the following work:Our Program Managers have been providing case management system support for Career Advancement Coordination Services. This project has involved reconciling a large number of tuition assistance invoices for various educational institutions and providing reviews of the current application systems devoted to that process. This project is integral to MCFPs goal to streamline processes in order to improve their customers service experiences. As well, TAG PMs have been researching and developing mission-oriented concept plans for aligning occupational categories to portable military career fields and all of their associated licensing and certification options. This project not only directly supports MCFPs mission of providing comprehensive quality of life services to military members and their families, it also assists in the ongoing policy development of these important services. These projects are in addition to ongoing services provided by our Program Managers: developing program-specific control systems and internal processes, managing program functions and interfacing multiple systems to ensure program efficiency and transparency, and managing and training new employees.Recent projects our Program and Management Analysts have been engaged in include: an internal audit of contractors to ensure on-track funding spending; a major revision project to the Office of Counseling footprint, which became necessary after the discovery of new information and a sudden expansion; the coordination and participation in oversight visits to several Air Force bases, and preparation of associated background papers; and the coordination and oversight of several multi-state youth camp and retreat programs.TAG also provides comprehensive marketing and outreach services to MCFP. These services require collaborating with various DoD agencies in gathering information needed to write and produce public service announcements, radio spots, and informational articles. These media services focus on quality of life issues specific to service members and their families, and provide options and information on addressing those issues in a healthy manner. Our Analysts also host webinars and research military life issues by interviewing service members and their families. The projects above are in addition to the regularly occurring duties of our Analysts, which include policy research and reviews, developing and implementing new programs, developing and implementing internal systems, and complete oversight and maintenance of the On-Demand system, an online platform designed to receive and manage service requests from military members and their families. State of Colorado

Colorado State University-Global Campus < BackThe Chancellor of Colorado State University authorized the development of an online, distributed degree program. To support this initiative, the new entity--CSU-Global Campus--purchased a third party software package to handle the student management process. CSU-Global Campus then required professional IT project management services to support the implementation of the new online program. The result was a solicitation for proposals from individuals and firms with extensive experience in Operations and Program/Project Management in startup environments to manage the implementation of a large installation of a complex suite of educational operations systems by an outside vendor that had already been awarded the systems contract. The requirement included managing all aspects of the implementation projectfrom coordinating with the systems contractor and CSU-Colorado staff to developing and documenting operational processes for systems involved in the launch of Global Campus (Admissions, Enrollment, Financial Aid, and other functionality).The Arcanum Group provided project management services for the implementation of the CSU-Global Campus. The overall scope of the project management services was to oversee and coordinate all facets of the implementation project. After the initial review, TAG developed and proposed policy for new systems related to CSU-Global Campus. To ensure that we instituted best practices, we performed a benchmark review of similar processes in other academic institutions. Our policy development services were finalized with the implementation of proposed improvements to the processes and a project plan to re-engineer more significant changes for the future.Our market launch services consisted of supporting CSUs Chief Financial Officer and Marketing Director in executing comprehensive market awareness and student recruiting campaigns related to the launch of Global Campus. Specifically, we provided the writing and production of collateral, media plan development and media placement, and the monitoring, evaluation, and optimization of media. TAG was also responsible for performing market launch project reviews, status reporting to CSU management, and recommending changes to the marketing launch plan. In summary, TAGs responsibility under this contract was to completely oversee and manage the implementation project through completion and to coordinate the outside vendors resources with the needs of CSU-Colorado in terms of the CSU GC launch as well as to develop the necessary policy and marketing approach to launch and operate CSU Global Campus. U.S. Department of the Interior-Acquisition Services Directorate-Denver < BackThe U.S. Department of the Interior, Acquisition Services Directorate-Denver had a need for Support Services to assist the Trust Acquisition Support Section (TASS). Because support staff would be working with specialized acquisition systems and software programs in addition to standard Microsoft programs, TASS required support personnel with backgrounds in acquisitions administrative support. The personnel needed to be immediately comfortable with duties such as processing de-obligation requests, processing and maintaining acquisition logs, maintaining a procurement database, as well as other specialized administrative duties.To support the Acquisition Services Directorate-Denver, The Arcanum Group deployed only personnel with experience in acquisitions. We were able to place a highly qualified candidate within one week of contract award. Through this personnel placement, The Arcanum Group has provided the Acquisition Services Directorate-Denver with services such as maintenance of the procurement database and generation of database reports, logging of receipt of invoice data received from vendors and requisitions received from government program offices, and processing of COTR appointment memorandums for specific contracts. Since project start, the personnel TAG placed has been trusted with higher-responsibility tasks such as financial audit and account reconciliation projects. Fairchild AFB, WA Test Administrator < BackMcConnell AFB, KS Test Administrator McChord AFB, WA Assistant Education Advisor The Arcanum Group provides educational support services to McConnell AFB in Kansas and Fairchild AFB and McChord AFB in Washington State. Through our test administration and education advising services, TAG fills an integral role in the educational careers of U.S. Airmen and their families. Our advisors and test administrators share their expertise in educational opportunities with enlisted Air Force members and their spouses and dependents, including the benefits of the Post-9/11 GI Bill, the Community College of the Air Force, exams for college credit such as CLEPs and DSSTs, along with many other higher-education options.Our test administration services include the supervision of up to five on-base exam sessions per week. Along with safeguarding and administering sensitive exam data, our test administrators serve as informal educational coaches, providing guidance regarding test-taking as it relates to an Airmans or civilians goals.Our education advising services include five weekly sessions during which our advisors are available to meet with Airmen and their family members for one-on-one counseling sessions. These sessions allow ample time for prospective students to explore with our advisors their career interests and goals, and the educational opportunities available to them. Veteran's Administration

Veteran's Administration-Health Administration Center (VA-HAC) < Back A Congressional mandate required that all IT equipment deployed in Veterans Administration facilities be accounted for accurately by the end of 2007. The purpose of the IT inventory project was to ensure that the IT equipment in the VA-Health Administration Center in Denver, Colorado was accounted for and properly reflected in VA-HACs tracking systems. Through a partnership with The Logistics Division and the Office of the Chief Information Officer, The Arcanum Group provided program and project management, computer programming, and inventory services that enabled the VA-HAC to comply with the Congressional mandate in a timely manner, negated the need to use VA-HAC resources during the data gathering process, and provided the VA-HAC an accurate data tracking system for future decision making. The Arcanum Group provided 13 FTEs in support of this project: one Program Manager, one Project Manager, one Computer Applications Programmer, and 10 Inventory Technicians. By working outside of normal business hours, The Arcanum Group was able to complete the project one month ahead of the scheduled delivery date.With the need to comply with the Congressional mandate, the VA-HAC faced a unique problem, but lacked the on-site expertise to develop and implement a solution. The Arcanum Group met with the IT staff to discuss requirements and ensure a full understanding of the inventory tracking need before developing a solution. Our Program Manager, Project Manager, and Computer Applications Programmer developed a project approach that was structured in three phases: process development, proof-of-concept, and inventory execution. During the process development phase we met with HAC IT staff to develop, document, and approve a process that could be implemented to inventory the IT equipment. The process included the following elements:Format of the dataDevelopment of a data gathering formDevelopment of a structured and repeatable process to gather data (to be used at each equipment location)Quality assurance/data verification requirements and processesSchedule and milestone developmentInterim reporting requirements (progress, issues, problem management, etc.)Final delivery formatThe proof-of-concept phase involved thoroughly testing and verifying the data-gathering process. Finally, we executed the inventory project using the processes developed and verified during the first two phases. Our inventory technicians performed the following steps to execute the inventory project: We entered an equipment location under escort from an HAC IT staff member or designee, we verified that the equipment was powered off, we recorded the model, serial number, location, & EE number (if already tagged), and affixed a small sticker (approved by the HAC) signifying that the item had been inventoried.In order to provide further value and benefit to the VA-HACs Logistics Division, TAG also developed and proposed five forward-looking options that the Government chose to exercise. The options proposed were:Option 1--In addition to the Base Inventory we will scan the EE tags of any equipment already labeled, validate the tag information against the AEMS MERS VISTA database (database inventory to be supplied in a spreadsheet format by HAC IT), and correct any errors we find on the spreadsheet. The value of this Option lies in the delivery of a current and verified database of already tagged equipment for entry into the AEMS MERS VISTA application.Option 2--In addition to the Base Inventory services we will affix new EE tags created by the AEMS MERS VISTA application. (HAC IT staff will supply the printed the tags). If Options 1 and 2 are selected, the AEMS MERS VISTA database will have been completed and verified. All of the equipment will now have EE tags attached.Option 3--We will provide administrative support for the data entry of the inventory information into the AEMS MERS VISTA application. Our staff will need to have read and write access to the application. Data entry will be done daily for the inventory recorded during the previous night. Work space and a computer with access to the application will be provided by HAC.Option 4--Using SNMP and in conjunction with IT staff, we will perform an inventory of all of the SNMP addressable equipment in the HAC network (hubs, switches, routers, etc). Data gathering will be done using an access point supplied by HAC IT. This option will provide external verification of the IT Staff current inventory records.Option 5--There are less than 2000 devices (CPU, Monitors, Printers) that require an RFID tag be affixed to the unit. We will affix the VA-HAC provided tag with epoxy. We will record the units information (Make, Model, and Serial Number) for input into the RFID database using the laptops provided by the VA HAC. Units that have already been tagged with an RFID will not be verified in the RFID database.Contract ExtensionThe Arcanum Group provided nine program support clerks and one project manager to deliver claims prescreening for its Document Control Center in the Support Services Division of the Health Administration Center. The personnel were responsible for prescreening approximately 4,150 pieces of mail each day with a minimum of errors for the purpose of creating batches for submission.To support the VA-HACs need, The Arcanum Group sourced highly qualified administrative personnel who were willing to commit to a temporary project. Because the VA-HACs need was nearly immediate, The Arcanum Group interviewed 46 people and performed background investigations for all 10 candidates within a 2-day period. The candidates were escorted to the place of performance by a member of The Arcanum Group before start time on the first day of the contract period to ensure a smooth and efficient transition to the working environment.
